My experience over Obstetrics "When should I become concerned about pain with penetration?"

I(20f) have recently become sexual active and have been extremely nervous about penetration. I have not had a good experience with tampons and that may be contributing to this. I let my partner(20m) use his fingers and each time we try it is painful when he starts moving around too much if he uses more than 1. I know that I am extremely nervous, but i feel as though I am relaxed. Could I possibly just be subconsciously tightening up or should I confront a doctor? Does penetration just take longer to get used to for some more than others?
