My experience over Obstetrics "Partner says he feels discomfort every time we have sex."

Every time my partner (27m) and I (28f) have sex he says he feels discomfort in his penis afterwards. He says he feels like something is blocking his urethra and it only happens after we have intercourse. He also claims that he breaks out with bumps on his legs and the only way it clears up is with antibiotics. He went to the doctor and came back clear for any STD. I also had a baby recently and have gotten tested on multiple occasions but my results are always normal. We are going to the doctor again on Thursday and see if we could find a solution but honestly I have no idea what’s going on. I’m also 100% sure he’s not sleeping around and I’m not either. We barely have sex due to this issue. Anyone knows what could possibly be the issue?
