My experience over Obstetrics "What would cause estrogen levels to fluctuate while taking continuous birth control pills?"

I figure estrogen levels in the body might fluctuate throughout the month for various reasons, but beyond this baseline level of fluctuation, what would cause a noticeable shift when starting a new pack of pills? This is assuming a monophasic contraceptive where all placebo pills are skipped. Is each pill pack formulated slightly differently, causing a fluctuation each time a new pack is started?
